Description:
The California Strategic Growth Council (SGC), California Department of Housing and Community Development (HCD), and California Air Resources Board (CARB) invite public comment on the Round 6 Affordable Housing and Sustainable Communities Program (AHSC) Guidelines and Greenhouse Gas (GHG) Quantification Methodology, and possible changes to the Round 7 AHSC Guidelines and GHG Quantification Methodology and Tool. Comments will inform the development of the Round 7 FY22-23 Draft AHSC Guidelines and Draft AHSC GHG Quantification Methodology and Tool planned for release in Fall 2022, with Final Guidelines and Notice of Funding Availability (NOFA) released in October 2022.
Anticipated Timeline:
December 2022: SGC staff will present Final Guidelines to the Council. Guidelines will include all the necessary information for applicants to begin scoping work and designing their proposals.
January 2023: HCD will release the Notice of Funding Availability (NOFA) and Application Workbook. The NOFA is expected to make available approximately $750 million from four quarterly GGRF auctions.
March 2023: Application will be due. The application window from Guideline adoption to Application due date will be approximately 90 days. This remains significantly longer than any other HCD program due to the complexity of AHSC and the unprecedented amount of funding for a single fiscal year auction cycle.
August 2023: The projects selected for award will be presented to SGC Council. Staff will work to inform applicants of the project statuses as early as possible, with official action taken at the August 2023 SGC Council Meeting. This will provide CDLAC Fall Cycle applicants sufficient time to complete their application with AHSC funding commitments. Note: CDLAC schedule has not been determined and is not set by any agency affiliated with the AHSC program. The AHSC team is assuming a Fall (August, September, or October) meeting, but do not expect to have any confirmation of this date before AHSC Guidelines and schedule are adopted.
